FIFA published its evaluation of the bids to host the 2018 and 2022 World Cups on Wednesday following visits by its inspection committee to each country.
However, soccer's governing body made public only the executive summary of the reports on each bid, rather than the full reports themselves.
The reports assessed the legal risk, in particular the level of government support, accommodation, transport, technology infrastructure and event safety and security of each bid.
England, Russia, Spain/Portugal and Belgium/Netherlands are bidding to host the 2018 World Cup while Japan, South Korea, United States, Australia and Qatar are candidates for 2022.
FIFA will chose both hosts in Zurich on Dec. 2.
